The Session of the Council on Human Exploitation (Trafficking) in RA Took Place


The regular session of the council on human exploitation (trafficking) in the Republic of Armenia with RA Deputy Prime Minister, Minister of Territorial Administration Armen Gevorgyan took place today.
The council discussed the final report on filling the questionnaire of estimation the application of EC convention on the struggle against human exploitation (trafficking) elaborated by EC GRETA. Aiming at carrying out the current works of the council, the head of the interdepartmental working group, responsible for GRETA issues Vahram Kajoyan informed that the drafts of the questionnaire’s responses are already elaborated and will be presented to all the interested entities and organizations. Deputy Prime Minister proposed to reflect the entire scope of the implemented work.

It must be mentioned that the questionnaire is sent to the participant state of the convention by GRETA and by this launches the procedure of estimation of convention application.

In the council, RA Minister of Labor and Social Affaires Artur Grigoryan presented the draft of criteria of identification of persons subjected to trafficking elaborated according to “Organization of struggle against human exploitation (trafficking) in RA during 2010-2012” national program. The document is aimed at finding trafficking victims, improvement of early identification and assistance of the process. It was mentioned that the criteria were elaborated by the assistance of Armenian branch of “A person in need” organization and “Assistance to the struggle against trafficking and resource center” program implemented jointly with RA Ministry of Labor and Social Affaires. The questionnaires are defined for a number of professional groups i. e. social sphere, medical institutions, workers of migration agency, border guards, police, labor inspectors. It was also proposed to involve workers of educational institutions among them.
The council approved the document.

The unification of hot lines for anti-trafficking purposes, the issue of provision their 24 hours activity was also discussed. The head of MTA State Migration Agency Gagik Yeganyan informed that two hot lines are operated for that purposes in the state; the one – by the RA Ministry Labor and of Social Affaires and “AMQOR” NGO, and the other by “Hope and Assistance” NGO. On this matter, opinions of interested entities and NGOs were taken into account, and according to them there is no need to unify the hot lines and make them operating 24 hours as their working graphic is normal. Instead, it was proposed to draw attention on increasing the public awareness on the hot line.

Another proposal was made in the council to exchange the existing telephone numbers by new, more memorable ones. Deputy Prime Minister charged to discuss the issue with “Armentell” CJSC, as well as to discuss issues on provision of broader awareness in the RA Ministry of Labor and Social Affaires with the participation of involved organization, and to make proposals to the council.

The issue on additions and amendments in RA Criminal Litigation Code was also presented. According to the experts of “Person in need” organization, this project will try to solve the problem of provision of free legal aid to minor victims of trafficking or witnesses, improvement of proceedings.

It was mentioned to launch the procedure of draft implementation in order to present it to NA later.
